Socialização do risco: Desafios do movimento mutualista em Portugal

Abstract

Este trabalho ao entrar no âmbito da Economia Social em Portugal, visa focar a sua análise do estado de arte e contributo das Associações Mutualistas, que constituem a mais pequena das famílias deste setor. Estas associações, na sua maioria instituições centenárias ou maduras, que atravessaram séculos, ultrapassaram regimes, inauguraram caminhos e foram reprimidas, e ainda assim permanecem entre nós, resilientes, contudo discretas, mas ativamente presentes, de forma indefetível nas respostas sociais aos associados tanto nos riscos tradicionais como no amplo campo das incertezas que se apresentam na contemporaneidade. O Mutualismo liderou um movimento social, que agregou comunidades pela afinidade local ou socioprofissional, avançando com respostas sociais objetivas, quando nada existia face à imanente consciência de riscos inerentes à precariedade da existência da classe trabalhadora. Dessa forma inaugurou um espaço de previdência e segurança assente na entreajuda e solidariedade, não buscando fins lucrativos, antes atuando no princípio alternativo da reciprocidade. Concomitantemente esse mesmo espaço, era político resultando na capacitação dos indivíduos e na estruturação da coesão social, proporcionando a prática de princípios fundadores como a democracia, a igualdade, em liberdade e pugnando pela sua independência. O mutualismo em Portugal enfrenta hoje uma crise de adesão e mobilização. A “magia” parece ter-se desvanecido e a dificuldade em mobilizar, em rejuvenescer, de reproduzir novos associativismos viáveis, apresenta-se transversal. Com uma história tão antiga e tão fraca visibilidade procuraremos aproximar-nos do estado de arte destas associações, procurando perceber como se renovam e se adaptam, aos novos tempos, e que condições poderão existir para um ressurgimento reforçado, alternativo e sustentável do movimento mutualista.

This thesis, by entering the scope of Social Economy in Portugal, aims to focus its analysis on the state of the art and contribution of Mutual Associations, which constitute the smallest of the families in this sector. These associations, mostly centenary or mature institutions, which have crossed centuries, surpassed regimes, inaugurated paths and were repressed, and yet remain among us, resilient, yet discreet, but actively present, in an indefatigable way in the social responses to the associates both in the traditional risks and in the wide field of uncertainties that present themselves in contemporaneity. Mutualism led a social movement, which brought together communities by local or socio-professional affinity, advancing with as a goal to social responses, when nothing existed in the face of the immanent awareness of risks inherent in the precariousness of the existence of the working class. In this way, it inaugurated a space of foresight and security based on mutual help and solidarity, not seeking profit, but acting on the alternative principle of reciprocity. Concomitantly, this same space was political, resulting in the empowerment of individuals and the structuring of social cohesion, providing the practice of founding principles such as democracy, equality, freedom and fighting for their independence. Mutualism in Portugal is currently facing a crisis of adhesion and mobilization. The "magic" seems to have faded and the difficulty in mobilizing, in rejuvenating, in reproducing new viable associations, is transversal. With such an old history and such poor visibility, we will seek to get closer to the state of the art of these associations, trying to understand how they renew and adapt to the new times, and what conditions may exist for a reinforced, alternative and sustainable resurgence of the mutualist movement.
